Full demolition of the former Christian Science Church and the erection of 8 apartments with associated planning and landscaping. The subject of a pre application meeting last July (q.v.) To Central Planning Committee on 3 Feby with recommendation for refusal on the grounds of loss of community facilities. Application granted by Committee with 5 against and 3 for. The alterations to the scheme do not change the Panel’s comments at the pre-application presentation. Whilst the Panel welcomed the proposed conservation gains in the front garden the proposed development would be over intensive. The future occupants would not have sufficient amenity space. There is a gross under provision for recycling and waste storage. It is inappropriate to provide large structures for cycle storage and waste in a front garden. The link to the existing building was weak. This is the only house in a terrace of three (houses) that retains the original rear garden. The loss of the whole garden to development would be a significant loss of open space amenity in the area. The Panel was concerned about the degradation of these properties if the owners of the neighbouring properties sought permission for similar intensive development schemes in their rear gardens.
The Panel strongly objected.

The Panel was profoundly disappointed that after a further year no real progress had been made in removing the need for parking on the Downs. The Panel has repeatedly seen this application without any successful strategy being proposed. The unmentioned financial relations between the parties must be resolved. This application should be refused unless the applicant agrees a business plan with the Department to find a solution to this problem.
