Opening hours Mon-Sat 9.00 to 23.00, Sundays and Bank Holidays 10.00 to 22.00. There are to be non-opening windows. There were 15 written objections.

*** 09/03774/F & 03775/LA – Chesterfield Hospital, Clifton Hill

Erection of new extensions to the existing building to provide hospital accommodation, with minor demolitions to the existing building. No decision
CAP accepted the principle of redevelopment of the site to allow improved facilities. However the current proposals were not a conservation-led approach. As the buildings were at present empty this was an opportunity for a design to be produced which protected the important trees, preserved the historic buildings and their setting, protected views into and out of the site and addressed the deficiencies of the existing modern buildings.
It was proposed to demolish Stafford Lodge which appears on maps from the early 19th century. The Heritage Statement referred to demolition but provided no further information; this was not acceptable. The opportunity to re-landscape the tarmac forecourt of Clifton Court - the Grade II* listed building - had not been taken.
The Panel expected this application to be resubmitted in the light of these comments.

Appeal against the City Council’s service of a Listed Building Enforcement Notice for alleged works having been carried out without Listed Building Consent, including the erection of a covered walkway. PRE APPLICATION MEETING

Arranged for 22 January (postponed from 8 January):

140A Whiteladies Road Proposed conversion and 2nd/3rd floor extension of former Woolworth’s Store to accommodate covered indoor market and 11 x 3, 4 and 5 bedroom flats and new 7 bedroom residential block in western part of site.

CAP re Land below Princes Lane (Pre App – see November Planning Report)

The Panel noted that the site was listed as it had been part of 412 Hotwell Road, a listed building. The retaining walls of the terrace were in a poor state of repair owing to lack of maintenance.
There was no information in the document showing any detail of the building or fenestration of the proposed structure.
No building had been erected between "Tuffleigh" and Windsor Terrace for at least a hundred years. This was an important part of the landscape of the Clifton Conservation Area and also part of the iconic view of Bristol from the Suspension Bridge. The Public Inquiry in 1971 on the proposed (and Refused) hotel extension established the importance of this hillside. Setting aside the practicalities of access, construction and the provision of services, the terraces and walls would be hidden away by the developments. The historic fabric and form must be retained. Previous structures on the hillside had been merely glasshouses and sheds and a dwelling would inevitably have domestic paraphernalia damaging the view. The whole slope was a wildlife network which should be conserved.

The Panel strongly objected.
