The original material of the dome should be established to find out whether it were zinc or not. The proposed glass would not in any way replicate a roof with a metal covering. The junction between the roof and the existing masonry wall will require very careful consideration to avoid damaging the existing fabric, and this had not been demonstrated. The proposed restaurant would be a new use and it was considered that an application for Change of Use would be necessary. Access to the property for staff, visitors, deliveries and emergency services would be necessary and this had not been addressed adequately. If the flat roof were to be used as a viewing terrace a balustrade for safety purposes would be necessary and this had not been indicated in anyway.
