CAP noted that some changes had been made to the previous scheme. However the principal objections had not been addressed.
At the narrow end of the site the building should be set back to provide a small forecourt as noted by the Appeal inspector (in March 2008), further there was still no articulation to indicate the entrance.
At the ground floor level there would be two flats with windows directly onto the pavement or the roadway.
The building completely filled the site and articulation would reduce its mass and allow for privacy to the windows.
The rusticated ground floor must be constructed of natural Bath stone in this prominent position.

CAP considered the proposals to be intriguing but too intensive. The 1883 map showed that there were buildings previously on this site. The upper parts of the retaining wall should not be obscured as it was a very important feature in this area. All the cottages in this street were just two storeys high. A less intensive development of two two-storey houses without integral parking would be more appropriate.
