Internal and external alterations. No decisionCAPl was profoundly disappointed that the applicant had not responded to the criticisms in the previous minute. The application did not contain an audit of internal fabric, as it should. The options given for alternative replacement front doors were incomprehensible and could not form the basis of approval. The replacement of the stair window was inappropriate in its form and unacceptable.

Demolition of all existing buildings and erection of 2 semi-detached five bedroom houses, one garage, highway works, landscaping and boundary treatment. No decisionCAP considered that the rear of the building must be in rubble stone to match the front and sides and to be consistent with the adjacent buildings. The description of the rubble stone must be much more precisely defined and it must be random-coursed, squared and matching.
NEW ITEMS
08/01118/F – Tyndalls Court, 17 Whiteladies Road
Erection of two storey office building to rear with associated cycle/car parking. CAP said that the Civic Society had produced a comment on this very inappropriate design and this would be supplied later.08/01246/F – Queen’s Building, University Walk
Erection of temporary accommodation on the library roof and at lower ground floor level between the Queen’s Building and Tower view.CAP was concerned that, although consent was requested for only five years, once the accommodation was in place its use would continue. The proposed location on the roof of the library would be very prominent, and this temporary building would be obtrusive and out of keeping with this high quality building by Oatley and Brentnall. A second unobtrusive site should be sought. This could also avoid the need for a weatherproof walkway. Details of materials proposed for the building should be supplied.
08/1123/LA & 1124/A – Wills’ Memorial Building, Queen’s Road
Erection of two non-illuminated number banner style external signs. CAP understood that only an advertising application was current, and that a planning application should be submitted. It was considered that this application was premature, bearing in mind that future applications about railings and the grass areas were expected. In the meantime the proposed signs were inappropriate both in their design and their location flanking a subsidiary entrance. The design should be considered holistically with the matters mentioned above, possibly integrating the signs with railings.08/01183/FB – Christchurch C of E Primary School, Royal Park
Erect 7 bay temporary building to be used as a two classroom block with toilets.08/01569/F – 15 The Mall
Construction of a maisonette above a ground floor retail unit and a first floor extension to the existing solicitor’s office.08/01524/F – Engineers House, The Promenade
Construction of a temporary (5 year) overflow car park, for the use of clients and staff in the south-west of Engineers House located towards the front and south side boundary of the existing car park.08/01666/H &01667/LA – Sutton House, Clifton Down
Demolition and reconstruction of front boundary wall using salvaged and new matching material, realigning and widening the access. Alterations to the existing modern gates and repairs to side boundary walls and construction of dwarf wall following the access drive.CAP was extremely concerned that works were still progressing, and although the Enforcement Team were now involved no stop notice had been served. The Panel could see no reason for this.
08/01120/F – Wills Memorial Building, Queen’s Road
Construction of a centenary garden to celebrate the University centenary in 2009.Pre Appn – 29 Sion Hill
CAPwelcomed the proposed development of this gap site. It was felt that it would be better if the space between the buildings opposite the end of Gloucester Street were filled. The use of a contemporary style in Sion Place was appropriate but the new building at the end of Sion Hill (particularly the two storey part) was not successful, and a better way of turning the corner needs to be found.Useful websites
