CAP has no objection to the change of use but is very concerned at the traffic conflicts the Day Nursery would introduce into this narrow one way street. The Panel draws the Planning Officer's attention to the need to preserve all architectural features and fittings. It is important that alterations to comply with statutory requirements should be sensitively designed.

CAP had no objection to change of use to student accommodation. However the Panel is concerned about the intensity of use and the unsatisfactory provision for rubbish, recycling and storage. The Panel does not support the extension with mansard roof which would cause this building to overbear its neighbours on a prominent corner site.

PRE APPLICATION MEETING

Land off Prince’s Lane

The Planning Group and the Chairman met the Property Development Manager of Chest Properties, together with their architect, to hear their plans to produce ‘a building of excellence’ on the site of the secret garden, an exemplar ‘secret’ 21st house. Concern is felt that the site should be kept as green space with its sensitive views from the Suspension Bridge and over the Gorge.

CAP’s thoughts on 4, St Paul's Rd (see last month’s report)

Over intensive (student flats in rear garden), lack of amenity space, underprovision of cycle storage, no room for bins, lack of detail for front garden, weak link to old building and loss of rear garden with trees.
