CAP welcomed the reinstatement of the end of the terrace with reservations about access on the ground floor. As regards the building fronting Whiteladies Road the Panel felt that it was inappropriate in certain respects. The Panel objected to the corner feature (an open balcony) and to the proposed canopy on the roof. The details of the façade need to reflect the refined details of the Italianate terrace building. The Panel also objected to the poor landscaping of the corner.

CAP does not object to the loss of the present building. The proposed replacement building is too high and is built to the edge of the pavement. It would dominate this sensitive site and would destroy the 19th century atmosphere of this part of the conservation area. The set-back of the top floor is token. It does not relieve the proposed building’s bulk. The Queen’s Road and Richmond Hill facades are unrelieved by any articulation or shadow and present large flat walls that dominate their respective streets. The windows have no regression. The square windows on floors 3 and 4 have a clumsy relation to the large inharmonious windows on the street and first floors. The site deserves better quality design.

CAP did not object to the general principle underlying these three applications, including the formation of a new quadrangle.
The Panel felt that the staircase proposals were a sympathetic solution to the access problem within the listed building.
The Panel could not accept demolition of the existing library and sixth form centre building without a replacement of exceptional quality. It was felt that the proposed replacement building was not of sufficient quality within the context of the fine 19th century listed buildings. The Panel objected to the layout, massing and form of the proposed building and to the use of the building materials.
