Outline application (with only landscaping reserved) for the demolition of existing two storey retail outlet and associated car parking and construction of a four storey building to accommodate 8 self contained flats (3x2- bed and 5x3-bed). Provision of bin and cycle storage.
No car parking. There exists a restrictive covenant not to exceed 2 stories in height. Refused because the existing building makes a positive contribution to the visual appearance of the street-scene and the character and appearance of this part of the Clifton Conservation Area, by virtue of its scale, layout and overall design and appearance. In view of this, the demolition of 99 Queen’s Road must be justified in accordance with the tests for demolition set out in PPG 15 ‘Planning and the Historic Environment’. It is considered that insufficient justification has been made to allow for the demolition of 99 Queen’s Road. Furthermore the proposed replacement building (09/02745/P) does not represent an exceptional replacement that would carry significant weight to justify the demolition of the building. Therefore the demolition of 99 Queen’s Road is contrary to advice contained in PPG 15. . 09/02795/F – Heritage House, 10a Park Place Proposed construction of a roof extension to create an additional residential unit and associated external alterations. Refused

*** 09/03021/F & 03022/LA – Bedford House, 23 Richmond Hill

Extension of existing house at 9 Thorndale Mews and erection of new one bedroom house on site adjacent with no 9 with demolition of existing garage and store. Refused
because without benefit of off-street parking space the proposed development would be harmful to the highway and pedestrians’ safety.

09/03052/LA & 03114/F – Royal West of England Academy, Queen’s Road

Alterations of the external forecourt and to the front façade ground floor windows to improve access and amenity. No decision
CAP welcomed the removal of parking from the forecourt , and said that all the landscape materials should be natural. The raising of the ground level across the front of the building engulfed the bases of the columns to the entrance. The existing building has a clear hierarchy with a rusticated plinth and full length windows on the piano nobile . The cutting of the ground floor windows to floor level would disrupt this hierarchy. The removal of the inner doors and replacement with plate glass doors was regretted. The new signage towers were inappropriate and regrettable.

09/03113/LA – Royal West of England Academy, Queen’s Road

Upgrade the visitor and storage facilities, upgrade the heating and boiler system, improve accessibility and upgrade display facilities. No decision

09/03158/F – Clifton Lawn Tennis Club, Beaufort Road
