Provision of bin and cycle storage.No car parking. There exists a restrictive covenant not to exceed 2 stories in height. Refused because the existing building makes a positive contribution to the visual appearance of the street-scene and the character and appearance of this part of the Clifton Conservation Area, by virtue of its scale, layout and overall design and appearance. In view of this, the demolition of 99 Queen’s Road must be justified in accordance with the tests for demolition set out in PPG 15 ‘Planning and the Historic Environment’. It is considered that insufficient justification has been made to allow for the demolition of 99 Queen’s Road. Alterations of the external forecourt and to the front façade ground floor windows to improve access and amenity. No decisionCAP welcomed the removal of parking from the forecourt , and said that all the landscape materials should be natural. The raising of the ground level across the front of the building engulfed the bases of the columns to the entrance. The existing building has a clear hierarchy with a rusticated plinth and full length windows on the piano nobile . The cutting of the ground floor windows to floor level would disrupt this hierarchy. The removal of the inner doors and replacement with plate glass doors was regretted. The new signage towers were inappropriate and regrettable.

RLB & GMB attended a meeting to discuss the development of these former offices into about 30 student flats which have some positive advantage of providing student accommodation away from the more residential areas of Clifton and being near the University and Whiteladies Road.2-16 Clifton Down
(CHIS has attended several meetings with the developer and architect of this important site) CAP commended the thorough analysis of the site and the explanation of the design process. The Panel supported the proposals and generally liked the tower and looked forward to seeing the final application.Useful websites
