CAP was concerned that the ‘flagpole’ would be visible from the surrounding area including the Mall Gardens. This would cause significant harm to the appearance of the listed building and would also harm the fabric.
The Panel strongly objected.

CAP said that the timber windows were part of the original design of this building in the conservation area. PVC windows were not appropriate in this building and would be contrary to the City’s sustainability policy and the character of the conservation area. The Panel did not object to replacing the windows with good quality sustainable items such as aluminium or aluminium faced composite windows.

The drawing noted that the stone balustrade be removed but retained on site for further reinstatement. CAP said that this must be conditioned so that the work was reversible.

The Panel has not has the opportunity to fully read and consider the design statement and understand the justification of the loss of the fabric and the impact of the changes on the special coherence of the library space. The application was carried forward to the September panel.
